I think we should start using the phrase "meat shield" more whenever a politician or organization talks about doing harm for the sake of a specific group. Because it makes it more apparent how they're using that specific group in a very uncomfortable way.

EX: "Collective Shout is using women and children as a meat shield to push censorship."

"Today congress used their own children as meat shields to defend internet censorship legislation"

"Today congress used jews as a meat shield to defend the actions of isreal"

"Today Trump used US workers as meat shields to enact immigrant kidnappings"
