Hot take: I've never understood why Shizune never got the slug summoning contract, the strength of a hundred seal, or the super strength technique, despite being Tsunade's apprentice for most of her life.

Did Tsunade deny her the summoning contract, the strength of a hundred seal, and the super strength technique because she didn't trust her to use them responsibly?

Or did she intentionally keep Shizune weaker than her, so she couldn't stop her from doing something stupid and survive doing so?
