Context: From left to right, this is Alexander Lukashenko (President of Belarus), Kassym-Jomart Tokayev (President of Kazakhstan), and Vladimir Putin (President of Russia). The percentages are the approximate percentages of votes each one of them got in their last election, so this meme is insinuating that they gave themselves those numbers (aka - rigged the vote).
