Did the update enable Windows Ink? That is one of the things that I’ve heard people complaining about recently, since apparently you can’t use both Ink and Photoshop at once
The icon that seems to be related to Windows Ink has been on my status bar for longer than this problem. I get the idea that windows updated it to improve people’s ability to scroll/pan through MS Office docs and PDFs and turn on/off when they wanted to write on them vs. scroll.
Which naturally fucked graphics users who want that priority reversed -- draw by default, pan only when switched on.

“After applying KB4093112, some users may experience unexpected panning or scrolling in certain apps while using the pen.You can resolve this issue using the following steps:
From Start, search for cmd
Right-click Command Prompt in the search results, and choose Run as administrator
At the command prompt, type or copy/paste:reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f
Press Enter
After the command executes, the issue with panning and scrolling should be resolved.
Microsoft is working on a resolution and will provide an update in an upcoming release.”
