Necromantic cult leaders stay far away from any people-activity. Their range is so wide they have no need to ever step into the open. The fact alone there’d be suspicion that a specific structure or region is inhabited by the heart of a necromantic cult should make said leaders move to more remote regions. Nameless was an oddity because they refused to leave squid coast after people had not only settled nearby but confirmed that the desert temple were their headquarters. It would’ve been standard protocol to leave the region and find a new one.
