they really took a recurring male character. not even the Main Male Character, mind you. gave him nerdy interests relatable to just about Everyone who watches cartoons, or even tv Period for that matter. gave him actual skills that are helpful and relevant/important to the protag/overall plot of the show. and to top it all off, they gave him one of the most adorable designs (in a show with an already-super-adorable artstyle) you could plausibly give an american cartoon character Period, let alone a teenage boy.
then they looked at this boy and said
“ah yes, this will be the designated creepy loser stalker-with-a-crush character. the stalker-with-a-crush character that was apparently an unspoken Requirement in just about every american children’s cartoon that aired at any point from the late 90s to the mid-2000s”
