Chicago Worried by Riot Potential in Convention Summer as Racial Unrest in the Slums Increases

CHICAGO— An already sizzling racial climate is worrying city officials pledged to maintain peace and tranquility during the Democratic National Convention here in August.
Developments and conditions contributing to the volatile atmosphere include the following:
For the sixth consecutive school day, seven Negro eighth-graders who have transferred to a less crowded neighboring white school were forced today to pass a gantlet of white adults whose taunts have included “Kill the niggers.” The school is Mount Greenwood Elementary, on the Southwest Side.
Hearings forced by segregationists were started tonight after noisy and heated white opposition last month forced the Board of Education to reconsider a plan to bus slum pupils to distant white neighborhoods with classroom vacancies.
A South Side vocational high school in a Negro neighborhood was sealed off by the police today after 400 students joined in demonstrations protesting cancellation of a shop course and transfer of Its teacher. They disrupted classes, rocked an automobile and surrounded a bus. A faculty member at the school, Dunbar Vocational, said they feared that a nearby housing development was accommodating mostly whites and that vocational courses were being replaced by academic courses to benefit white students planning to go to college.
Federal funds for job and other slum programs have been slashed. A Department of Labor report puts Negro unemployment here at three times the rate for whites. Edwin C. Berry, executive director of the Chicago Urban League, said in his annual report a week ago that the figure becomes “catastrophic” when underemployed Negroes are added.
Gains for the Negro poor in the last year have been “minuscule” here in education and housing, said Mr. Berry, an increasingly lonely voice of moderation among Chicago Negro leaders.
He stressed successful riot prevention efforts that gave Chicago its first relatively peaceful summer in three years last year. But he warned that this could not continue unless jobless Negro youths who represent the “social dynamite" of the city receive “first attention and ongoing attention.”
His sober analysis has added to concern at City Hall for a cool summer and a safe Democratic convention. Mayor Richard J. Daley pledged law and order to get the convention. He has responded to threats of 'disruption with heated declarations that demonstrations going 'beyond peaceful picketing will be forcefully barred.
The Rev. Dr. Martin Luther King Jr., told a news conference in the Y.M.C.A. Hotel that afternoon that “the Democratic party should be demonstrated against” for its Vietnam policy and “failure to respond to economic problems in the urban areas that are causing riots.” He said he would probably join the demonstrations if Congress did not act on his recommendations for economic programs for the poor.
Two kinds of trouble are brewing. One is massive, nationally coordinated demonstrations at the convention by antiwar and New Left groups such as the National Mobilization to End the War in Vietnam and the National Conference for New Politics.
Whether Negroes join in or demonstrate separately in line with the new emphasis on black power is yet to be decided. In any case, an even greater threat to peace is the riot potential fanned by anger over racial conditions.
None of the slum community organizations that now stress black political and economic power, such as the West Side Organization, advocate rioting. But their leaders openly write and talk of Chicago’s violence potential. Membership in the militant slum organizations is I small, but past riots have spread rapidly among the unorganized.
Many Negro leaders see peril in the combination of Negroes’ heightened expectations and their lack of progress. These leaders include the Rev. C. T. Vivian, a former aide to Dr. King, and Chester Robinson, executive director of the West Side Organization.
‘As Racist as Ever’ “Chicago is as racist and segregated as ever,” Mr. Vivian commented in an interview. “Look at the bigoted reaction to the school busing plan. Look at the treatment of the seven little kids who transferred last week. A decade after Little Rock, we still have Little Rock in Chicago.”
Mr. Vivian said most Chicago Negroes were convinced their “non-education” was a deliberately planned strategy by the city’s white power structure to make sure Negroes could not compete for jobs and power.
Anger and a desire for an "action now” type of self-expression among jobless Negro youths and young adults, Mr. Robinson said in an interview in his dingy storefront headquarters, make the crowded slums extremely volatile.
“Some people in Chicago want to see violence,” he said. “This summer would be an ideal time for somebody who wanted to start a riot, with all the police tied up trying to control the students at the convention.”
The National Mobilization to End the War in Vietnam has called a closed meeting in Chicago Feb. 24 and 25 to select a steering committee to plan demonstrations at the convention.
Rennie Davis, director of the Center for Radical Research here, said that “all the significant antiwar and black liberation groups” in the country were being invited. Mr. Davis 'recently visited North Vietnam at the invitation of the Hanoi government.
Plan to Curb Protests One of the demonstration planners, who asked not to be named, said efforts would probably be made to keep the large-scale protests “non disruptive” until the Mississippi Freedom Democratic party delegation was rebuffed, as expected, in its quest for convention seats or President Johnson was nominated for re-election.
Either occurrence, he said, could set off civil disobedience by the demonstrators even if disruption was not planned in advance.
He envisioned blocking of foot and automobile traffic at the International Amphitheater and efforts to enter the hall to impede convention business. Side streets, alleys and the maze of stockyard pens and paths around the hall are under study, he said, as alternate routes for demonstrators in case the police block direct access.
Threats of disruption have been made by Dick Gregory, the comedian and civil rights activist, James Rollins, cochairman of the National Conference for New Politics, and a growing list of others.
The Chicago police called the threats “grossly exaggerated” but are making elaborate plans to cope with any contingency.
Capt. Thomas Frost, director of planning for the 12,000-man force, said riot control drills were now a part of police training.
Police to Get Copters For the tactical units established last year, he said, this includes training in use of rifles, shotguns and tear gas. He said supplies of the chemical Mace, a paralyzing gas, would be issued to all police officers soon.
He said the department would acquire three helicopters by summer, equipped with radios for communication with police cars and with loudspeakers for crowd control.
Policemen have already been assigned to serve as liaison officers with the Army, National Guard, Federal Bureau 'of Investigation, Secret Service and the state police, to coordinate riot-prevention efforts. The planning includes coordination of efforts to provide security for President Johnson.
Saul D. Alinsky, the “professional agitator” who returned to Chicago last week to seek negotiations with Mayor Daley on needs of the poor, said the Mayor seemed to be responding to legitimate protests with plans for repression. If so, he said, Chicago will explode.
Mr. Robinson said antiwar whites were showing a good deal more interest in convention demonstrations than Negroes were, but that blacks would be there, too.
Their demonstrations may be parallel but separate. The bi-racial peaceful marches and rallies organized by Dr. King and the 44-group Coordinating Council of Community Organizations here in recent years have lost favor with militant Negro leaders in Chicago.
Those efforts produced little gain for the poverty-stricken, who include a large proportion of Chicago’s million Negroes.
Dr. King has not conducted a campaign here since 1966. A year ago he sent Hosea Williams and a Southern Christian Leadership Conference cadre for a voter registration drive to combat the Daley organization. It failed miserably.
The Coordinating Council of Community Organizations, which invited Dr. King here in, 1965 for his first Northern drive “to end slums,” has largely disintegrated. It has not met since Albert A. Raby, its convener, left last September for graduate school.
Leadership in the slums has shifted to militant organizers of the poor for black-power, self-help programs. The principal surviving King program, Operation Breadbasket, under the Rev. Jesse Jackson, fits the new mold. It is successfully getting hundreds of jobs for slum Negroes by threatening economic boycott of slum businesses.
Whites, Mr. Robinson said, have no place in the reordered movement beyond offering money and resources.
“The hate and animosity in the ghettos is the worst I’ve seen in 33 years here,” he said. “It is almost as if racist attitudes have been transferred from the white to the black community.”
Mr. Vivian, the former King aide, said: “We are in a great transition period for the whole civil rights movement The accent now is on power instead of persuasion. The earlier period was worthwhile, however, because it produced in blacks a realization that white America is not due respect and a will to force change by themselves.”
Black Organizers Trained Mr. Vivian said the will was strong in Chicago. He has joined the staff of the new Chicago Action Training program, a school for black organizers, “Students” In the three-month program, which ends March 31, include some of the principal slum organizers of tenant unions, welfare unions and neighborhood organizations. Whites are barred.
Black power goals of the Chicago slums, Mr. Robinson said, include ownership and operation of all businesses, to be forced by such measures as economic boycott. They also include "building an army” of Negro voters and activists as a political base for action on issues of self-interest.
“We want to break up the Daley machine,” Mr. Robinson said.
In the meantime, he said, the mood in the slums is ideal for achieving a black coalition that “Chicago will have to deal with or face an alternative that will make Watts look like a picnic.”
