Kind of busy rn, but off the bat I can see annoyingly suspiciously placed apostrophe and several short groupings of letters repeating several times.

This does point to some kind of substitution cipher, but the little time I spent cracking it yielded no clue as to which one it could be.

I'll give this more attention another time.
