sometimes they run a bit small, so getting them in a 38 could actually be a good thing

My size is actually 36, but I have boots from the same brand and they're in a 37 (I think the 36 was too small? idk), which is already a little big, so I'm afraid if I buy a 38 it'll be too big to be comfortable and my mom will steal them (it happens a lot)
