*Morrowind doesn’t have a fame/infamy system like Oblivion, only something called “Reputation” that can only increase and never decrease, and is largely for “increasing the ease and effectiveness of persuading others” (from UESP).
Crimes in Morrowind include:
Theft, Trespassing, Sleeping in an owned bed, Pickpocketing, Assault, and Murder.
These are not treated as crimes in-game, but technically speaking are either not allowed or are sort of treated like one:
Contraband (Moon Sugar and Skooma are banned on a provincial level, but nobody will report you for having it. Though, most merchants won’t allow you to barter with them if they’re in your inventory), Resting In Public (doesn’t incur a bounty, but a pop up does say that resting if illegal there, despite nothing actually happening if you rest), and Wearing Indoril Armour While Talking To An Ordinator Or High Ordinator (every Ordinator or High Ordinator you meet will try to kill you for the rest of your life)
