If he had been under the command of a general like Krell then I’m not sure he would have made it through the CW without being sent back to Kamino for reconditioning. In that way, perhaps.
Since Anakin fostered friendship and a sense of individuality in those under his command, Rex was safe and even praised for his accomplishments.
It mostly comes down to the original intent of the clones. That is, to be obedient cannon fodder. In that way, every clone that dares to have a name is defective. 
Uncommon Clone Wars Headcanon
When I think of The Clone Wars, I think of it taking place over 5 years rather than just 3.
I know it’s weird but it makes more sense in my brain when I think of EVERYTHING that happened in that time.
So yeah, characters are aged up, there is more time for “in-between” scenes and stories, more time for characters to grow and become close only to be ripped apart by tragedy...
