just finished rewatching the waters of mars and it really seems to have a lot in common with so many of two's episodes. obviously it's a base under siege format - but there's also the martian setting and the presence of the glacier which, although different, do call to mind the ice warriors - and the concept of a base elsewhere in the solar system with staff from all over the world is reminiscent of the moonbase, as is the sequence where the ship's hull is breached and they're running out of oxygen. even spraying quick-set foam to keep the water out feels like spraying plastic over the cybermats in the wheel in space

so it's interesting, then, that this is the episode where we get the time lord victorious. in the war games, two calls in the time lords to get a group of humans home. in the waters of mars, ten breaks the time lords' rules to achieve the same goal. after two's run ending with him being called back to gallifrey to stand trial for the crime of interference - in this episode with so many possible callbacks to two, we have ten declaring that he's not beholden to the laws of time anymore. there's nobody to summon him and cast a verdict. he's the last one left.
