//This has been bothering me for a while but I think I finally figured out an answer.
So the question was posed somewhere on a Tumblr post as to why Korra had to refuse with Raava instead of letting her do her thing and putting things back to the way they were before Wan intervened. Because unlike with Wan, Korra didn't need to fuse with her again to win the fight and restore balance, she did that all on her own.
My theory is that this is due to the state of the world now as opposed to back in Wan's time. If she really wanted to spread peace and light, Raava would not get far drifting around as a giant kite. She needs to be within a human to understand a human world, to feel as they do, etc. etc.
