Oh boy - the koi fish police!
Ukitake abruptly turned on his heel to round and meet the Sixth Division Captain’s gaze directly, his own face plastered with an expression of utmost surprise. He blinked several times over, clearly taken aback by the man’s sudden appearance. But, somehow, he managed to recover his composure in a decent amount of time.
“Mmm–well, I haven’t re-counted mine for at least that long. But I will say that I have a sneaking suspicion as to whom might be responsible.”

Shinji was beating feet as quickly as possible as he raced over to his fellow Captain, the other gazing at him with what appeared to be consternation in those distant slate grey eyes. The blond moved as swiftly as the wind, catching up to the latter in a couple bursts of shunpo.
“ I’m not runnin’ away, ” Shinji protested as he drew level with Byakuya. “ I’m beatin’ a tactical retreat; there’s a difference and I’ve gotta plan ‘ta win this. Work with me and join me, will ya? ”
It wasn’t as if Shinji was giving the other Shinigami much choice, for hot on his heels was a truly massive horde of howling, furious Menos Grandes. He was going to have to split from Byakuya later if he wanted to unleash that temperamental, flighty blade of his, but for now, two powerful targets were better than one, judging by the increasing furor behind him.
“ Those noble Kuchiki legs better not just be for show only! C’mon, keep up- those hungry fellas are almost on top of us already. ”

ohhh! now you’ve said that, the headcanon popped up in my head that it could have been the influence of the kuchiki clan. similarly, byakuya became captain not long before. it could have been a preventive measure to not have rukia mingle with the “lower classes”, lest it be another penalty on byakuya’s track record of going against the wishes of his elders. but that’s just me — lemme know whatcha think!
That’s part of it, the other part as @ryusxnka mentioned was insecurity on Renji’s part so he backed off and let her go. Renji didn’t want to ruin her chances at having a better life than she had before as well, so he didn’t. Even after he became lieutenant, he didn’t go anywhere near her during that 40 year period of time. Not until the events of the first season, he had at most seen her and didn’t say one word to her.
Even after Ikkaku tried to tell him to buck up and go talk to her, he respected her new role and stayed away.

it was a perfectly reasonable ( yet frequent ) accident that occurred. musashi had rather clumsy tendencies, especially when turning around the corner in which revealed the closed shoji door before her, resulting in constant collision, tearing through the screen without an ounce of difficulty. each and every time she had broken it, she was certain that it would be her last day in the kuchiki estate ( bearing in mind, she did this almost every day ).
sheepish in demeanour, timidly laughing in response to the raven-haired childs retort. byakuya teased her often, though some might perceive his words to be scolding - it was entirely playful. even so, the fair-haired child began to smile warmly in response to the impression that their elder seemed to harbour of her, much to the childs relief.
