Eugene wasn’t a small baby, Edmund is an enormous man.

I think they just estimated. There’s a period of time where babies develop several things at once, and not all in the same order. Maybe they looked at how he was developing and rounded dowing instead of up. Like, maybe they looked at an 18-month-old and said he was 1 instead of 2 (or instead of 18 months).
