Leia is talking about Padme in this instance, not Breha Organa. This has been confirmed multiple times, but it should be evident by the fact that Luke is careful to ask Leia about memories of her “real mother” before she says it. How she could have remembered Padme despite her death in childbirth is likely related to Leia’s connection to the Force.
