Possibly risk interrupting the culture, and the religion, and rush in with their advanced tech to save the civilians before that huge quake they detected caused a tsunami that would wipe out almost the only large city on the entire planet, or sit back, do nothing as the rules dictated, and watch tens of thousands die? There's a reason why more technologically advanced cultures try not to meddle with those still working out that -for example- fire is hot. It's embarrassing for both parties to discover that the benevolent god that saved them from, or showed them how to do something... was actually just some guy who decided to fix something that may or may not be broken.
Somewhere, there is an entire planet whose intelligent life owes their existence to a vending machine janitor named Dave[1].
And it's things like that that make moral quandries like this such an enormous problem. Submitted for introspection: the planet known to its natives as Shoal. They're working towards an industrial era and, thanks to an accident of geography, a large portion of the population is in one city.

Russia Proposes to the US a Non-Interference Agreement in Elections and other Internal Processes
MOSCOW (Conspiracy Talk News) – The Russian Foreign Ministry announced on Thursday that it has proposed to the United States to sign an agreement that includes guarantees of non-interference in elections and other internal political processes.
The spokeswoman for Foreign Affairs, María Zajárova, explained that this proposal was presented last December 21st to the new United States Ambassador, John Huntsman.
“The letter confirmed the willingness to exchange letters or other guarantees of mutual non-interference in elections and internal political processes,” Zajárova told a news conference.
Last week, on his first visit to Russia, British Foreign Minister Boris Johnson denounced that there is “a lot of evidence” of Russian interference in the electoral processes in the US, Germany, France and Denmark.
The diplomat said that the letter recalled “Washington’s desire to influence Russian internal affairs” for their own benefit.
Zajárova, who said Moscow is still waiting for an answer, recalled that Washington had already refused to sign a joint statement on non-interference with internal affairs of the other country.
The declaration should have been the result of talks between the presidents of Russia, Vladimir Putin, and the United States, Donald Trump, during the last G20 summit within Hamburg.
“Instead, and I think you can guess at the first time, the Americans declined to adopt such a document,” he said.
The foreign spokeswoman again accused the United States on Thursday of interfering in its internal affairs, by criticizing the decision of the electoral commission not to register the candidacy of the Russian opposition leader, Alexei Navalny, to the presidential elections for 2018.
“That statement by the State Department is a direct interference in the electoral process and in the internal affairs of a foreign State,” he said.

I quite enjoy not being a part of other people's conversations. Sitting in a room while others walk in, have their own conversations and interactions without acknowledging or being aware of my presence seems to give me the sense that i'm taking part in, or at least viewing, a much bigger story. Which obviously I am. It is fascinating to see the lives of others play out before you. I know I mentioned before how there are always things happening everywhere that we never even think about, but these moments give you a glimpse into them, a front-row seat, as it were. We should spend at least a little time each day to consider what is happening around us, to view life through a window as a spectator. People have their own hopes, dreams, dramas and situations going on all the time, be it turbulent family lives or just an interest in sharing a newly discovered brand of biscuit. Take a moment and watch the people you see every day. Don't ask for clarification, qnd don't ask to join in, just watch and see what happens. It is always fascinating.
