This is the second appearance of Superman and Jimmy Olsen as Nightwing (not Nightbird, as Jimmy calls him on the cover) and Flamebird, the “Batman and Robin of Kandor.” The heroic duo first appeared in Superman (vol. 1) #158 (January 1963).
I don’t know why Nightwing is missing his cape, or why the duo aren’t wearing their masks. Maybe the creators thought the readers would be confused by having two masked Supermen on the cover.
