In 2009, the largest school district in Minnesota implemented a "neutrality policy", which stated that all faculty and staff remain neutral on matters involving sexual orientation. Teachers thought this meant that by intervening in sexual-orientation-based bullying they could lose their jobs. Shortly after the adoption of this policy, there were nine suicides in the district, leading Minnesota Public Health officials to label it a "suicide contagion area".
