Legislative Assembly changes the way in which the Constitution can be modified

The Assembly endorsed that the reforms to the Constitution can be ratified in the same legislative period, and not until the next legislature.

The Legislative Assembly approved, with 66 votes in favor, to reform the article 248 of the Constitution of the Republic, after requesting a modification of the agenda to incorporate this proposal and analyze it during the plenary session of April 29, the last of the 2021-2024 legislature.

For the Constitution to be modified, the approved reform must be ratified by the next legislature, with the vote of two-thirds of the elected deputies, an Assembly that will take office on May 1.

The approved proposal allows the same legislature approving a reform to the Constitution to ratify it with the votes of three-quarters of its deputies.

Prior to the approval of this initiative, Citizen Action stated, through a press release, that “the reform proposed by Nuevas Ideas eliminates another political counterweight that our Constitution contains.”

The institution added that "the current constitutional reform process is one of the checks and balances that exist in our political system, which seeks to preserve the Constitution itself and protect the rights of the population against abuses of temporary legislative majorities."

Marcela Galeas, criminal lawyer, stated, on Twitter/X: ""A constitutional reform without analysis, not transparent and at the convenience of the ruling class, breaks the citizen and democratic guarantees that the constitution itself establishes."

Ruth López, an expert on electoral issues, stated, on the same social network, that “we know that this is unconstitutional, but it doesn't matter, they need to change the rules to remain in power.”

The constitutionalist added that, with these actions, the deputies “will first reform how the Constitution is reformed and then comes the blow with the sweet of the referendum.”

On the other hand, the re-elected representative, Claudia Ortiz, also spoke on the social network X/Twitter, calling on the Salvadoran population to “be aware of what may happen. No less rights for the people. No more power to power.”

Nuevas Ideas Rally in Houston, TX

My first attempt at dabbling with photojournalism. A Salvadoran rally in favor of the current Salvadoran president, Nayib Bukele, happened on July 10th in Bayland Park. The event was planned and executed in just one week so I was surprised to see that a decent amount of people showed up. I was unfortunately too shy to ask anyone for an actual photo, but maybe I’ll be a little braver next time. I am going to be traveling to El Salvador in September after more than a decade of not visiting. I am excited and can’t wait to go hiking and see all the wonderful nature. I will definitely be taking photos this time around.
