Prime example in canon: AFO’s brother, whose quirk was to transfer his quirks to others, was thought to be quirkless until he received OFA and his quirk merged with it

Probably as time went on, the quirks mutated or combined to be used in more situations and more people had and were aware of quirks- leading to the BNHA society as it is right now
