No Chatty OWCA Agents
Seen a lot of Human-Perry AUs that mention the other OWCA agents, and when it comes to talking it ranges from "everyone can talk including Perry" to "Perry is the only one who doesn't talk" to "Perry and this other agent aren't talkative."
So the headcanon:
All the evil scientists have had intense, come-to-blows arguments over why none of their nemesises talk to them. Some say the agents are perfectly capable of talking but are too high-and-mighty to talk to the scientists. Others are convinced that OWCA only hires mute/nonverbal people as agents. And others are convinced that OWCA actually does something to the agents to make them mute. Some think there are rules against talking to the scientists.
There have been multiple fights about this. If you have more than 2 scientists in a room their nemesis will come up in conversation and if you give it an hour this debate will come up. Part of the drive to steal the OWCA handbook is to be able to lord the answer over everyone else.
The reality is a combination of factors.
OWCA's standards of professionalism emphasize taciturnity. They're taught not to talk unless necessary on a mission, and most of them get very good at both reading body language and nonverbally conveying sentiments as a result. It's not exactly against the rules to talk on a mission, or even to talk to your nemesis, but it's considered improper and unprofessional, and possibly unsafe given how concerned they all are with their identities.
The other factor is that, for reasons entirely unknown to everyone, OWCA has a significant percentage of agents that are either mute or some degree of nonverbal. No one knows why. The hiring committee has to regularly assure people that they don't reject prospective agents based on chattiness. The agents make jokes about it, but unless everyone involved has been drinking they're not building conspiracy boards.
It's kinda like the Batkids (in fandom) joking about Bruce Wayne exclusively adopting black-haired blue-eyed kids. Do they actually believe it is part of his required criteria for adoption? No. Do they make endless jokes about it? Yes.
It's along running joke amongst the rest of the OWCA staff that all the agents that can speak talk more than enough to make up for the ones that don't.
