Ocampan babies should be able to walk like a day after they're born. They still look like little babies, not toddlers, but they're walking around on two legs no problem.
In the old days infants could communicate with their parents through telepathy but since that's unavailable in modern Ocampa society, they can only communicate through verbal-physical means like pointing or shrieking. Most Ocampa can remember this stage of life, to varying degrees. Most begin speaking within days. Ocampan weekolds often go through a phase where they feel the need to get out there and explore and so they form groups and run off for some amount of time. People often find mates through this process but it's not the intended purpose - it's like when you're in college and want to find yourself. Some come back within a few days, some don't come back until adulthood. Weekolds might find their backs and hands itching or the skin feeling tight. Eventually it'll peel off to reveal a new layer of skin which feels different from the rest. Ocampan fullgrowns usually settle back down into the community and begin vocational school for a job they desire. Because they learn very quickly, this usually only takes a few days. The Caretaker provides for them all but there's still things the Ocampa have to do themselves to care for the community. It's not unusual for people to pair up at this age but there's no requirement for any Ocampa to ever do so since the Elogium doesn't kill you like the pon farr. The Ocampa don't get married and would find the idea 'a bit paranoid'.

It’s so annoying when people act like Neelix dating Kes is gross because they equate her chronological age with her mental age. Obviously Ocampa mentally age at the same rate as they physically age. Projecting human standards onto a non-human species and suggesting that Ocampa shouldn’t date outside their own species due to the difference in speed of aging are both racist ways of thinking!
In defense of Kes
Ever since I started posting TikTok edits about Kes from Voyager I’ve noticed this pattern of getting comments from weird basement dwellers who are just itching to comment about how much they hate Kes, were happy that she left, and overall found her boring or annoying.
And like, I just cannot fathom how she’s either of those things? I understand if people comment that they wish the writers had done more with her or that they think she was failed by the writers, but calling her boring/annoying???
Given her limited screen time in most episodes, I do think she had some really lovely arcs in the few and far between episodes that focused on her, including:
1. Her arc with the EMH - from encouraging him to choose a name, to outright defending his right to exist and grow when Janeway wanted to reset him to save him. It culminated where the EMH manifested his anxiety and worry of losing her into hurting the man she wanted to leave voyager with! The parental father/daughter mentor/mentee relationship between them was so fascinating!
Hell, He rubbed her feet while she experienced the ocampan puberty!
2. Her moments with Tuvok where she had to learn to control her psychic powers. In one episode she nearly killed Tuvok as a consequence of exploring the depths of her abilities. When she was possessed by the warlord she even forcibly kissed him!
3. Her relationship with Neelix - dealing with his jealousy and possessiveness. I do wish the writers had never paired them together, but her breaking up with him while being possessed by an alien warlord is an all timer.
4. Her overall journey of growing and maturing as a member of an alien race with a lifespan of 12 human years. She lived a lot of her lifespan on Voyager, and seeing her train as a doctor, tend to her own hydroponics garden, and navigate the stages of her life was super interesting! The ocampa are such a fascinating race and they deserved more air time.
Unfortunately none of these arcs were neatly tied up before they wrote her off the show, but there was so much incredible potential and development already in the time we got with her.
At the end of the day, I think no matter what I say to defend her, she will be a victim of the same weird brand of fandom misogyny that has targeted Keiko, Kai Winn, and Dr Pulaski.
Currently in the process of trying to homebrew up ideas for Kazon-Ogla and Ocampan New Year's traditions and shaking my fist at the writers for not having the wherewithal to even quarter-ass up some world-building

In VOY 1x06, Kes complains that the EMH isn’t being treated with respect.
Janeway’s response is that “he’s only a hologram” and he’s not “alive”.
I can’t get over how different this is compared to the season 7 episode “Author, Author”, where Janeway stands up for the Doctor’s rights as a sentient being, a la Measure of a Man.
