So allowed is kind of a weird word. There are no laws against it and it’s not like... forbidden but... it can just get awkward.
It’s more frowned upon and - like I said before - this has less to do with conceptual morality and more to do with potentially sticky situations. Wolves are territorial and possessive. That is their nature. And - not to go into it TOO much - but messin around pre-Change has caused it’s fair share of problems before.
There is also a significant percentage of wolves that just want to be with their mate. Because of the existence of mate bonds, there are some who prefer to wait. Alphas and omegas are more likely to do this than betas.
However a lot of wolves - who are interested in some “experience” (pre-Change) - will mess around outside of the pack. This could be with humans or wolves from other packs or even (for the VERY brave) witches. If they do mess around in-pack (even after the Change) they tend to be secretive about it - not because of shame - but more to avoid any potential problems.
Then of course... there’s Jin...
Jin is the exception to so many rules. It is unlikely that he is gonna find out his mate is anyone in the pack. He’s a straight male omega - so IF he has a mate - it’s probably a female alpha and there aren’t any in the pack.
Jin - however - gets away with much of his womanizing because he NEVER EVER kisses and tells. He is discreet. Only his cousin and a few other VERY observant souls are aware of his wicked ways. Also - he definitely isn’t messing with anyone who hasn’t passed the Change anymore. They’re a little young for him...
