Advice from An Old Farmer
Your fences need to be horse-high, pig-tight and bull-strong.
Keep skunks and bankers at a distance.

Out of all or every Black Butler characters that are in the manga and in the anime, which ones would be the best parents, the worst parents, or the mediocre so-so parents?
Too many characters….
When it comes to characters who are canonically parents (confirmed as of me typing this)… I’ll say that Frances and Alexis Midford are two of the best. Vincent and Rachel are pretty good, particularly Rachel (sorry, Vincent). Sieglinde’s mother is one of the worst. And we don’t know much about Claudia/Cloudia, but it seems she was a good (and strong-willed) mother… when she was around. Yana-san once tweeted that Tanaka practically raised Vincent; it was left pretty vague, though, and I’m sure Vincent’s mother spent quality time with both of her children when she could. And I’ll put in a quick note about the old farmer on the Phantomhive estate; he seems like a genuinely decent chap who loves his family dearly and has been a good father and even better grandfather.
Looking at characters that I expect to be canonically confirmed as parents later, well… there’s only one of particular interest to me, and that’s Undertaker. He might be anything from distant to doting, depending on the situation. And he seems to favor Vincent, since Vincent takes after his mother (and carries the Phantomhive name). So, I’d place Undertaker as generally in the middle, though he’d have some lows and some highs. Basically, he’s probably rather inconsistent. Then again, circumstances might have forced him to pretend he’s not their father, but he would have been around as much as possible… as “the Undertaker”. Of course, what he’s doing now with reanimating real Ciel and putting our earl through psychological torture suggests that he’s now a broken and desperate individual. It’s yet to be seen just why he’d be willing to go so far, even if they are his descendants. Like Madam Red, it could be a matter of pure (dark) obsession.
And I’ll make mentions about two couples that didn’t get to raise their own kids. Madam Red’s husband probably would have been a great father, but she would have probably favored the Phantomhive twins over her own child, simply because they were the children of her sister and the man over whom she obsessed. Seriously, she was a wonderful aunt to the twin boys, but only because she wished they were hers (with Vincent), and she gave some somewhat shitty advice to Lizzie that led her to hide her true personality and skills/talents from the twins.
The other couple is Baron Kelvin and his wife (who later left him). About all I can say for them is thank goodness they never had kids of their own. I don’t think it would have made them any better as people…. However, his wife might not have actually been so bad. He just makes her seem that way. So, she might have made a good mother, but he definitely wouldn’t have been a good father. With the circus troupe, he’s on a power trip, demanding absolute obedience. And the children he kept at his manor were lobotomized to make them passive. Kelvin: arguably the worst parent/parental figure ever. Or maybe on par with Sieglinde’s mother….
Everyone else? I think their lives would be so completely different if they had children, so it’s really hard to say.
