I have a theory Claudia became the watchdog at the age of 20 (or around a year before Vincent was born), because Vincent became the watchdog at 15, and o!Ciel became the watchdog at 10.
This also means that if o!Ciel were to miraculously survive long enough to continue the lineage, the next watchdog would be a 5 year old.

Sharing a little snippet of my Francis-centric fic... Writing children is difficult. Writing Victorian children is quite difficult. Writing a girl fighting with her brother is slightly less difficult.
Francis couldn't be less interested in the book. "I know that's his name," she says, annoyed. "But you never called him that before."
He shuts the book and taps her lightly on the head with it, raising it out of her reach as she scowls and attempts to snatch it away from him. "How do you know?" he asks, grinning. "Maybe you've forgotten."
"I have not." She jumps in an attempt to reach the book, but he only holds it higher. "Vincent."
"Francis," he parrots back to her, an impression of her scolding tone. "No fighting over the books, now. Their feelings will be hurt."
"Books don't have feelings," she dismisses, pushing her weight back down onto her heels as she lowers her arm to scowl at him. "Don't be stupid."
"How do you know they don't?" Vincent's eyes glint with mischievousness. "They taught me that at preparatory."
"They did not."
"Is it possible you've become even more argumentative since I left?" He asks as he slots the book back into its empty space.
"No," Francis denies staunchly, and Vincent grins back at her as he continues to wander down the shelves. He doesn't appear to be looking for anything in particular. She follows on his heels. "You didn't answer my question."
"And all the more stubborn," Vincent mutters under his breath, his eyes flickering up to the books that are out of reach.
"I heard that," she remarks.
Vincent throws his head back in exasperation, groaning, "And my, what big ears you've grown!"
In want of any fitting retort for that insult, she chooses instead to kick the back of his ankle. Hard.
Vincent says a very rude word as he whirls around to face her, and she darts away before his fingers can curl around her arm. Vincent might be taller than her, and stronger than her, and probably even faster than her on an open field, but she remains nimbler on her feet. He's panting by the time they come to a standstill, a settee between them stalling his pursuit, his every moment mirrored by her.
"Tell me," Francis demands, watching him carefully, poised to run should he attempt to vault over the sofa, "or I'll tell Mama what you said."
Vincent pouts. "You would blackmail me, Franny?"
"It's not blackmail," she argues, although in truth she is not entirely sure what blackmail entails. "It's the truth."
"It's extortion."
"It is not!"
Vincent huffs, and flops down on the sofa. His shoes hang off the edge, and his eyes are closed as she leans tentatively over the back to peer down at him, balancing her weight on her toes. "Oh, go ahead and tell her, then," he says woefully, waving a hand dramatically in the air. "I'll waste away in my room for the rest of the holiday, but that's alright… Betrayed by mine own sister, why, whoever heard of such a thing? My chums at school shan't believe me when I tell them…"
