Try exiting your art programs, type 'services.msc' in the start menu search in Win7 or 'services.msc' in Apps for Win8 and open it, scroll until you find 'tablet' or 'wacom', click it, and hit restart. This sometimes works for people.

Additional info for the recent SAI anon. :> I believe that, for Monoprice tablets, you want to look for "WinTab Service" specifically!
