Not many individuals are going to be rich. The wizarding world praises monarchy and abhors communism, but that doesn't mean they fall outside of their muggle environments. Communism is the norm in the USSR, and many wizards cannot escape this fate. School material reflects this, being minimalistic, Spartan-esque, and all learning material is provided by the school itself - you own absolutely nothing. There are no robes to be bought, no books, no cauldrons, no quills, not anything. You own absolutely nothing you use and the school therefore has all rights to strip you of any such luxuries if you do not behave. It is highly unlikely that, just because your character is a pureblood, they will be rich. Or even of decent income in Western standards.
