Dominic: Hm, sensible. First and foremost, I'd like to remind you both that you're not here under duress.

Dominic: You haven't been threatened, coerced or forced here against your will; correct?

Dominic: Potential CI's must undergo a Suitability Inquiry Period before a relationship can be formalized. For obvious reasons we cannot simply trust your word straight off the bat. During this period; the CI's handler, myself in this case, must complete an Initial Suitability Report and Recommendation. This addresses several factors, including:
Whether you're a public official, law enforcement officer, union official, employee of a financial institution or school or a member of the military services. The nature of your relationship between yourselves and the subject of potential investigation or prosecution, including but not limited to a current or former spousal relationship or other family tie, and any current or former employment or financial relationship. Your motivation in providing information or assistance. The risk you might adversely affect a present or potential investigation or prosecution. Your reliability and truthfulness. Any prior records as a witness in any proceedings. Whether you have a criminal history and or if you are currently the subject or target of a pending criminal investigation. Any previous or current substance abuse issues. Whether you are a relative of an employee of any law enforcement agency. The risk of physical harm that may occur to yourselves or your immediate family and or friends as a result of providing information. As a proposed CI, you may remain in the Suitability Inquiry status for up to four months, this period can also be extended. If you're deemed suitable after this period, you may then be registered as a confidential informant; subject to approval. After which, you'd be required to review a few key instructions. Including but not limited to; any and all information must be truthful. Your assistance and information provided remains entirely voluntary. You must abide by the instructions given and not seek or take any independent action. You must also understand that we will strive to protect your identity but cannot guarantee that it will not be divulged. We also cannot guarantee any payments, rewards or other compensation. We cannot promise or agree to any form of immunity, protection or other consideration by the Court in exchange for your cooperation should you be prosecuted in the future.

We need evidence of patterns, plans, routines, partnerships, that sort of thing. If you're as involved as Ames thinks you are, that shouldn't be so hard. Of course, I have no proof of that.

paperwork has been drawn up; it won’t be ready overnight. Unfortunately, there's a mass of red tape in our way.
