Oddly both the SNES and Genesis versions of the game don't show the whole artwork. In fact the Megadrive one is rediculously zoomed in that you can barely see anything other than Pac-Man.
Oddly, the best version of the art out there is the weird CDi version, which is what we have here.
There is one other version of the art too, but the only one available is very poor quality - the Japanese version has a Happy Pac-Man instead of the scowling version in other regions. A bit of Kirby-scowlness from the 90's.
The full art is only seen on Greg Martin's website, which is here, but it's faily small in comparison:
additionally, his website also had an unused alternative where EVERYONE is happy.
