so I watch second doctor regeneration on youtube:

and I notice something:

WE NEVER SEE THE FACE-TURNING SCENE IN SECOND DOCTOR REGENERATION

so second doctor might not regenerate directly into third doctor, he might be regenerated into ruth doctor!

beside, the dialogue about exile to earth without knowledge about tardis in 20th century is fit with ruth doctor situation.

and there's also an interesting theory in the comment of the video:

I might add: after they wipe the doctor's memory of ruth doctor, they granted the doctor with 1 extra regeneration so the doctor wouldn't notice the forgotten regeneration.

that's why thirteenth doctor can't remember her past self as ruth doctor.
