Arnulf is from Labrynna, he has very mild time manipulation magic. It is mostly limited to a slight precognition, he can predict attacks before they happen, and maybe reverse time for small objects, nothing bigger than a cup, but nothing more.

Arnulf hoped that his son would not inherit stronger time magic. He has heard rumors of what happens to those who have stronger time magic, that they end up as playthings for the Deities of the world and that they have little freedom when there is trouble. Yet he could not adore his son more, when his baby boy was born Arnulf was ready to fight every single person involved in the plot against the King and Queen barehanded if he had to.

Arnulf is skilled in combat, he found it to be a reliable skill set. It was something not tied to magic but tied to skill, and Arnulf was skilled. What he lacked in natural talent he made up for in determination and perseverance. For many of the common people he is a positive example, but for the nobles around he is loathed, they see him as a sign and symbol of the biggest threats to them and their power.

Now if we're talking BvZ OC's, hmmm probably not, I made sure that none of them were too strong, but strong enough, just cuz 🙂‍↕️ actually, probably Keiran could put up a good fight, but he's most likely not winning 😔
