This is Victor Vance
Vic Vance never returned to Vice City quitting the game after he got enough money for Pete's operation, Lance roped their brother Pete into the Drug Dealing Business having him pose as Vic due to his fearsome reputation.
Unfortunately it ended up getting Pete killed, and later Lance died as a result of his own treacherous actions. Leaving Vic Vance as the last surviving Vance brother, maybe he'll try to hunt Tommy down to avenge Lance's death?
