I know that you're a vet, but do you have any knowledge of what would happen if a American owner of a docked tail dog enter another country where dock tails are illegal would they still face a fine and/or imprisonment even though the dog tail was docked in a legal country?

Here they would and do, unless they have documentation to prove the procedure was done overseas. In the case of New Zealand Dobermans I have been offering to store electronic copies of the relevant documents on the patient’s medical file in case they are confronted by it in the future.
