Oh the poor Cloak. I imagine that it's very old, centuries if not over a millennium, and that it is immortal unless it's fully destroyed by some magical means. I think that it's had at least a couple masters (or chosen) before Stephen, but Stephen by far was the least experienced sorcerer that it chose. I think it chose him because it saw his potential, combined with the fact that he was defending the Sanctum.
I also believe the Cloak was closest to two people- its creator and Stephen. When its creator died, I think it went into a bit of a hibernation mode - so when it's not active, time doesn't pass the same way as it does for humanity. I think it only activates when it feels someone pass that catches its interest with their magical signature.
When Stephen eventually passes, I think it will again go into hibernation as its own form of mourning and won't find a new master/chosen again for quite some time. Possibly centuries.
