Concept:
The Reference sheet, though categorized through color coding, and has a legend could still use some work! Ie some of the letters are obscured by the separating lines and rarity colors. Not to mention the font is far too small!
Kepukitsune seem to be an “open species” consisting of magical dogs/foxes with capes. They have a short backstory that explains how they are made, but not why, or for what reason. Since they have rarities, and some restrictions however, they should actually be categorized as semi-open species. Kepukitsune definitely fall under the category of “animals with traits”, though why they have some of these traits besides the capes is yet to be explained. For example, why do they need tail and ear items? Why do they need a bell? The fact these traits also have rarities also makes this species fit further into the “semi-open species” category as well.
General questions about their physical appearance arise too! Do they have fur, or are their entire bodies made of cloth? Why can they be different sizes?
To help answer these questions, and help with the general uniqueness of the design, I suggest more lore be written, about them and the world they live in, and play with their physical features more.
There are a lot of species revolving around stuffed animals, but what I like about stuffed animal species, is they always have to keep their distinct look. There can be many interpretations of a fox stuffed animal:

all of these are fox stuffed animals, but none can be confused for one or the other! We suggest you try and play with the anatomy as such too! Round out their faces, make their ears and eyes huge, make their bodies tiny! Make them only vaguely doglike, this way they aren't just a fox/dog with a cape, they are Kepukitsunes!
Originality
these creatures are categorized very strongly as “animals with traits” some of the suggestions above will help you out with their general design to make them appear more original.
The backstory also makes me unsure of their purpose, so for now the lore is unable to be determined as original
