May I request some headcanons about the dictator himself, Herbert?
Yes! He's the main character of course...
My main headcanon post already included some on Herbert, but we can focus on his character and influence.
Sometimes I can't see him without wearing his turtleneck and scarf from CPI. Or at least some kind of coat.
I had imagined what a one-on-one "battle" with him would look like. Inspiration came from "Steven Universe the Movie" with Spinel fighting Steven. Extendable robot arms with bear claws at the end, to punch and scrape. Also could be used for mobility. He's so big that his stomping could offset the agent's balance, and he could seriously punt you. Maybe has some kind of small portable freeze ray for emergencies. (SPINEL IS HERBERT, JOKE HEADCACNON)
Penguins were so afraid of him, they could recognize his footsteps from very far away. Imagine this, he rarely leaves his base. When he does, it's usually serious. Crabs flood the walkways of everywhere he goes. He makes a ruckus when he leaves.
He sometimes airs televised news and propaganda against the EPF. There are TVs connected to the back of major buildings on the island. They appear in front of them and play these messages. Examples include, "I am your ruler now!" "The EPF is your enemy, report traitors to Club Herbert island!" "Update: I kidnapped said beloved penguin! Don't expect to see them again for a long time!"
Also, not just all the agents are kidnapped, nearly every major character is kidnapped and many defiant penguins.
He built his base weeks in advance, and most penguins noticed the mysterious construction going on.
