Blackout's anniversary is coming up in under 2 months. I decided to create this event for artists and writers.
For ten days, starting November 15th, draw or write a short story to fit each of the themes. Use the tag "Operation Blackout Art Challenge" for each entry.

The Village
Off an obscure and small island in the North Pole icecaps lived a passionate and brilliant bear on a slow-growing village. The island's main profits were fish, snow hut building, and coal. A bland, boring, and cold island who's entire government was created hundreds of years ago and founded upon the believe of Mother Nature and the many Sky Gods.
Mother Nature and Her Sky Spirits
The rapidly heating of the air? The melting of the island caps? The erratic pattern of blizzards and storms? The impossible farming conditions of the North Pole? This was the work of Mother Nature and her Sky Spirits. She decided what happened to the weather and when it happened. Good weather was a blessing by the Sky Gods for the village's hard work. Vicious storms was the punishment the village would receive for rebellion against her and not following the culture norms. The entire village of polar bears spent all their lives predicting the weather to the best of their abilities. They were very accurate when they had the time to predict it! Just by looking at the sky they knew. But when the weather became more unpredictable...
Percival Herbert...
Percival Herbert was smart, a genius, you might say, compared to the boring-minded polar bears of his village. His father was the past Chief of the village. With his leadership, the village advanced twice as fast. Not everyone agreed with his decisions, though. One day, the stress of his job, the panic of the Fish Crisis, and the fighting amongst the village, led his old age to work against him... Mr. Bear inherited his father's genius, and spent his free time growing up learning about technology, building, gardening, and climate. Most of these books could NOT be found in the library. Mr. Bear did a lot of exploring, and found an abandoned lab with a computer setup. He goes there from time to time and works.
And His Igneous and Defiant Inventions
One of the first of his odd inventions was finding a new way to survive, by growing a garden! He created a basic greenhouse system to help keep plants alive. Lots of bears thought this was pretty useful, but an odd choice, as vegetables and fruit was not their primary diet. Caring for his personal garden changed his diet quite a bit, and started his vegetarian craze. He learned how to create general pieces of technology to help his close peers. They appreciated it, but felt awkward about the gifts and didn't use it. The village is so reliant on there own efforts that all of Percival Herbert's technological advancements felt almost like witchcraft and magic.
The Climate Crisis and The Last Solution
The weather became so unpredictable in Mr. Bear's last years in the North Pole that the village's predictions were wrong, multiple times. This sometimes had MAJOR costs to the village's structure. Mr. Bear could not stand to see his village destroyed and have them believe they were the cause behind the rath of Mother Nature. He started created tools to predict the weather (like wind vanes, thermometers, anemometers, barometers, etc). He even started sketching ideas to help miniplate the weather. These were his most useful inventions, but when he showcased these to the village Chief, and the Council heard his ideas and beliefs towards the weather, they feared against them. The idea to control and measure forces of gods was like sacrilege to them. He got the same treatment his father did: fear, anger, disappointment, betrayal, and to the point of mockery. (Imagine the Salem Witch Trials, and you got the vibe).
The Doom of Polar Bear Island and Abandonment
As the worst blizzard to ever occur started to approach the island, Percival Bear informed, warned, and pleaded the island to listen to his words. Every statement he made about this upcoming storm was met with resistance.
"The sky has been beautiful for days! Look out into the sea! No waves have appeared, how could this storm you speak of come?
"Why would you speak against the predictions of the Sky Watchers? They have been trained all their lives. You believe they are not qualified to speak the truth?"
"The Council would not like to hear these words of blasphemy you speak of. Only Mother Nature knows when the end of our island shall be. Not you."
Inevitably, the island was forced to watch as a swift but powerful blizzard appeared suddenly before them, and wiped out their village. In the aftermath of chaos and sadness, Herbert P. Bear was forced to abandon his island. He now believed they could not, and would never try, to understand someone like him...
Yooo this is amazing!! It's very tragic, which I love because MWUAHAHAHA, ANGST!! I also love the real life elements like climate crisis that, while tamed to still be tonally appropriate for Club Penguin, reflect on our society in many ways.
Tysm @probablyok1!! I wanted to have some social impact here, bc there is a REASON Herbert goes to some extremes. And to me it’s not just “hehe I like warmth.” Cold=blizzards=snow=suffering=danger… His trauma makes dramatic connections and he tried to solve it through extreme ways.

May I request some headcanons about the dictator himself, Herbert?

Blackout:
My main headcanon post already included some on Herbert, but we can focus on his character and influence.
Sometimes I can't see him without wearing his turtleneck and scarf from CPI. Or at least some kind of coat.
I had imagined what a one-on-one "battle" with him would look like. Inspiration came from "Steven Universe the Movie" with Spinel fighting Steven. Extendable robot arms with bear claws at the end, to punch and scrape. Also could be used for mobility. He's so big that his stomping could offset the agent's balance, and he could seriously punt you. Maybe has some kind of small portable freeze ray for emergencies. (SPINEL IS HERBERT, JOKE HEADCACNON)
Penguins were so afraid of him, they could recognize his footsteps from very far away. Imagine this, he rarely leaves his base. When he does, it's usually serious. Crabs flood the walkways of everywhere he goes. He makes a ruckus when he leaves.
He sometimes airs televised news and propaganda against the EPF. There are TVs connected to the back of major buildings on the island. They appear in front of them and play these messages. Examples include, "I am your ruler now!" "The EPF is your enemy, report traitors to Club Herbert island!" "Update: I kidnapped said beloved penguin! Don't expect to see them again for a long time!"
Also, not just all the agents are kidnapped, nearly every major character is kidnapped and many defiant penguins.
He built his base weeks in advance, and most penguins noticed the mysterious construction going on.

I always wondered what happened to the puffle hander (Paige) and the elite puffles 🤔
What happened to the Elite Puffles?
I would suspect the Elite Puffles were heavily depended on in the beginning to help navigate the dark and extreme weather in the wilderness to Herbert's Fortress (or just in general, be the second group of agents that can do things no one else can). As more agents were caught, eventually Herbert noticed some were accompanied by Puffles with EPF gear. If they didn't run away and hide, or if PH didn't find them in time, Herbert would get the crab army to hunt them down and capture them. They were caged somewhere in the Fortress.
The Handler, but also the Hunter!
Her main base was the Puffle Rescue Station in the Dock. The rescue station was used to house Puffles stranded because their owner was frozen or their owner couldn't take care of them at the time. Penguins would drop them off if they found them and bring them here, or PH would go out of her way to find strays.
PH knows basically everything to do with Puffle health and care. If a Puffle was dropped off and injured, she would heal their wounds. You had the lighthouse hospital, this was basically the Puffle hospital.
PH's outlook on the Blackout was only focused on the Puffles and the island. She wondered if the EPF would call her in for her knowledge of wilderness terrain, but when they never called her, she didn't even worry about them.
To be honest, she had no time to worry about them. When her island and its creatures were threatened by the extreme climate change, she instead focused her anger at Herbert for his careless actions on the environment, and at one point, the EPF, for not apprehending him before he could attempt to do this. That doesn't mean she wasn't upset that her friends were gone, this outlook was just her way of masking it.
PH was very much on guard CONSTANTLY. Because Puffles were very much "illegal" in Club Herbert, she would always be on guard for Herbert Alliegence members who would come by and harras her station for existing and threaten to report it. She would fear constantly that sooner or later, Herbert would force her to shut down the Rescue efforts, or worse, freeze her for her crimes.
She sorta, "stole" some EPF weaponry and gear to help her fight off anything that would threaten her and help her in her rescue efforts.
Eventually, she desperately missed and needed the Elite Puffles, and while saving them, Herbert got his chance to capture her and punish her for so long evading the law.

heyo! I'm combining your request with @ur-typical-nerd because you two both requested the same prompt! Theirs was about an agent getting captured by Herbert. So here's a prompt where Ace almost gets captured.
"I'd Rather Die."
Drabble length: 1,297 words
The agent is at the end of their wits, and all their friends are gone- frozen for as long as the Illustrious Leader deems necessary. At least, that's what they assumed.
[Ace] has been working tirelessly, burning the candle at both ends to find some kind of weakness in his defenses. Because how in the world did he find the Director? There's no way they just gave up on the agency. Ace wouldn't be surprised though, hope was dwindling away like the sunlight on the island, slowly becoming consumed by the ever-present darkness and dread. He must have hacked their secondary defenses, or listened to their secure broadcasts, or- he was able to get away with this somehow.
Staring at the many monitors against the wall, Ace began to organize their final plan to fully infiltrate Herbert's base and shut down the Solar Laser draining the sun. Every screen held security footage of a specific area on the island. Around the screens were sticky notes, newspapers, and photos. All the information gathered through the Operation and the detailed map of Herbert's base were collaborated on by every agent who attempted this same plan to stop him. Now, everything relyed on Ace.
The inside of the agency was silent- the only sounds were the agent's clicking and typing on the EPF mainframe's computer. The sounds of the cold winds outside seemed to seep into the building and the agent shivered in response. The fire was put out a while ago, it didn't take a long time for the island to get together to help. The agents just- didn't feel like working here once Herbert blasted it. Why Ace returned here to do their investigation, they didn't know. But not only did the stress of losing the Director confuse them, but something about returning here felt safe, comfortable, and less "confusing." They're surprised no one else tried to access this computer so far, as it was still intact somehow.
Safety, however, was a mere illusion- as a sound in the distance became more clear. The background noise the agent thought was merely just their typing happened to sound like snapping- no clicking. The crabs- they were nearby.
Jumping away from the computer and shooting their head towards the direction of the sound, they caught sight of red claws out in the snow. Ace frantically shut down the mainframe computer as the clicking and clacking got louder.
Did they find me? The agent thought.
It was nearly midnight when Ace left their igloo to get here. No one was out at this hour, it was far below freezing and almost dangerous for penguins to trek out that far. There was no way they were seen. Still, the agent looked for a place to hide in this mess. There were so many holes and debris filling the room, that they were bound to be caught eventually. The footsteps followed, also growing louder. It felt like the ground was quivering.
Too many thoughts filled the agent's head in a short time. When they finally caught sight of a large piece of rubble against the wall, they sprinted toward it. However, the large coat they wore to shield themselves from the strong winds got snagged against something, and turning around, a little crab held on tightly.
"Augh!"
Eyes wide in fear, Ace tried to shake off the crab, like a pest.
"Get off! Shoo! Go back with the others!" Even though it was small, the crab held its ground, and the agent couldn't get it to let go.
"I'm trying not to get caught! Come on!" The agent reached to touch the crab, but in defense, the crab pinched Ace's flipper. While shouting in pain, Ace holds their flipper back and doesn't notice another crab sneak up from behind and snag their coat also.
The crabs seem to disperse from the darkness as they quickly manage to overwhelm the agent, grabbing on to any and every piece of clothing Ace wore. As they tried continuously to shake them off, slowly the crabs' combined weight began to hold the agent down, almost like being consumed by a massive wave. The rushing movements of the crabs began to slow down, and once the agent was able to see more clearly past the massive crab wave, Herbert stood smiling over the trapped agent.
"I did not expect to see you hiding here, agent. When one of my crabs saw you waddling around the island, I didn't believe them."
"The Director's agent isn't that stupid!"
He burst out in laughter, and the crabs clicked in response. Coming here wasn't a good idea, what was Ace thinking? This place had no security at all, no one to stand guard, no one to have their back if they got cornered. How could Ace ever think of-
"Hello!? AGENT!" Ace was snapped out of their own thoughts to Herbert's yelling.
"I asked you a question, why are you here?"
Since the agent's plan of defeating Herbert didn't seem to be working, they were dumbfounded and didn't respond.
"Were you looking for something?" He turned towards the monitors. While looking over the papers on the wall, he noticed his base's map.
"You were trying to find a way into my base, weren't you agent?" The agent looked down.
Instead of laughing, Herbert seemed to ponder over something.
"How about this... You're the last one in my way, and you know that. You know there's no way you could get into my base alone. There are too many crabs, too many variables, too many risks. I could offer you something else, instead."
To Ace's surprise, Herbert was letting them go.
"I could capture you and freeze you until the Blackout is over. Or," He held out his hand.
"I could offer you a position as my loyal subject. No one would be in your way, not even me, and you could win."
That proposal- it held so much defiance, arrogance- it was so prideful, it made the agent sick. After everything they had done to try to protect this island and after every friend they knew was gone, Herbert expected them to abandon it all to be by his side.
Something was boiling inside of Ace, an anger that was too blind to fear or rationalize. And so they spoke up.
"I'd rather die."
"You'd rather, what?" Herbert stood back, shocked.
After looking at Ace in disgust, he regained his composure.
"Save your sob story for later, agent." He turned his back against them.
"It looks like I'm going to have to freeze you then. I can't believe you denied my offers. Well, it's like they always say..." A crab shuffled from beneath them and put a metal circle on Ace's coat. The agent was confused at first until they remembered that they saw this before, and knew what would happen next.
"You can't always get what you want."
Panic set in. They had to find a way to stop this. The circle was blinking. They only had a few seconds. What could they do to stop this?!
Then they remembered. They were one of the only agents to still carry their PSA phone, in case of an emergency. You couldn't use the phone to call anymore, but the teleport feature worked. Struggling with all their might, they pulled one arm free from the crabs and held the phone in their pocket.
Herbert's laughter filled the room completely, and the agent spun the dial. This might not even work, but this was the only option.
The metal button blinked rapidly, and the crabs started to let go. Instantaneously, they moved out of the way, and the agent disappeared.
Herbert continued laughing at his greatest victory.
I have been thinking a lot about an extension of Herbert's origins, and I came up with an idea for Herbert's main character dilemma. The reason why he initially left his own island is that he was misunderstood, and he desperately wants to be understood.
Let's just say the village he came from in the North Pole was very far behind the rest of the world. His ideas and inventions were never thought of as useful, but they were useful. For example, they might deny his weather-predicting machine because the bears have always relayed on signs from the sky to know what the weather was like, but they could never predict a major blizzard.
He chose to leave for a better future where other polar bears might appreciate his ideas. Instead, he landed on an island full of penguins, leaving him hopeless for like-minded creatures. After being proved over and over and over again that there was no way these penguins would see him for himself, he lost his ideals and began a path of envy and anger towards the island he's forced to live on, and the agency that never understood him from the beginning.
Maybe there's a chance one of them might actually see through his pride and arrogance.

How did Cadence get so much info and help from the EPF? Dot! They were tight during the Blackout.
Dot helped ease Cadence into her temporary "Punk Phase" by giving her darker, more useful pieces of clothing, and advice on how not to get seen by anyone- especially fans of your work, which would be outlawed at the time.
I'm pretty sure she's the one who made the Klutzy/Herbert costumes, and the crab costumes were SO useful to get around the island and into more guarded places.
After Rookie was kidnapped, she lost a lot of hope. Rookie and Cadence were her support during that time, and when one of her first friends in the agency was manipulated and kidnapped so easily, how could she keep her head up high?
She was one of the first in the agency to believe that Aunt Arctic might be the director. Let's call it, a women's intuition. The personalities of Aunt Arctic and the director were becoming very interconnected.
Dot used light and shadows to her advantage. She started some training with the ninjas at the time to amp up her stealth skills. Obviously, she wouldn't have been able to finish.
Dot treated the whole Operation like a conspiracy- trying to connect every event, motive, and action together by both the EPF and Herbert to understand how it got this far. JPG continued on the investigation, titled- The Elite Penguin Force case study.
I'm listening to this song: and the build up inspires a scene.
The Giver/1984? Blackout!AU scene where a penguin is in therapy bc they keep getting these "weird" images and feelings, and they finally get reported for treatment.
Explosions, fire, darkness, a bright hole, no sun, sirens, lightning, ice, snow, feelings of being frozen. Mirrors scare them, fires scare them, they are terrified of breaking rules, scared of the government.
They tell this to the therapist.
They think they're crazy.
"I'm not crazy... Am I? This island... It was destroyed once, right?"
The therapist admits they're right.
(The music builds)
"We've had these records for years. We haven't told anyone about this. But you're the first to figure it out."
Videos and sounds play describing what the penguin calls "The Blackout Phenom."
In shock, they point. While tears are welling up they say,
"No... this isn't real. No! I- I didn't- We didn't-"
As the stuttering and videos continue, the therapist tells the penguin that they, along with everyone else, we're frozen for many, many years. That penguin was a newer member of the island, as they seemed to be a threat.
They're computer flashes to the island's current insignia. A front faced silhouette of a stern looking bear with a wreath of palm and a ring of the sun's rays.
That's what their island represents.
Everything comes flooding back. Everything is staring to make sense.
The penguin, in tears sitting on the floor, stares up and says, "I can't... go back... I'm the Agent. I'm the one who The Illustrious Leader hates the most, the one who failed... I can't be found... I can't be frozen, again..."
Turning around, the therapist responds, "He knows who you are. He knows what a threat you can be. But he still let you go. Out of his own confidence that you would obey, or out of the desire to get more subjects on the island, I don't know. Either way, no one can find out you know this. If someone heard that I showed you this, I would never come back again."
"You have to go back. I too, would like this island to be restored one day. Maybe you could learn how to do that, agent."
Let's start with the knowledge that within the trailer, there are three penguin characters that go to stop Herbert. One girl, two guys.
Ace is supposed to represent the player, Ace is one of those three characters, just pick whichever one you think is you! The other two would be your friends. However, since only one agent actually defeats Herbert, your friends do not make it to save the island.
-The girl looks to be the leader according to the trailer idk. She's been seen caring a large pack with her. My head cannon is that she is a cool-headed COMM lead, and that pack is really a COMM radio, weather, and satellite pack. She uses it to check in on other agents on a secure radio line. She can also listen into other conversations on private radio waves. She can check the weather and see if a Blizzard is coming up soon.
-There's another character who wears the sunglasses. He appears to be a Stealth lead. He would go in first and check out an area to see if it was secure. He would know a bunch of secret codes, and knows a lot about self-defense.
-The third character has to be the Tech lead, but he looks so angry in the trailer. That gives me the idea that he's hot-headed and uses his tech knowledge to create explosive objects. He is the most energetic of the group, is a loud advocate against Club Herbert, and honestly could pick a fight with anyone. Even though he's hot-headed, he is still really kind to his friends. Those tech glasses he wears is used to scan locks and decode them.
So who's the Ace for me?
COMM Ace: Unlike the initial concept of Ace being cool headed, Ace actually starts out not confident in their abilities. They're very frantic when Blackout starts, as they had only been accepted into the EPF within that year. They were put in such a high leadership position because during that short time, they had shown incredible skills and knowledge. Also because they were quickly running out of agents, a decision had to be made soon.
Ace also quickly made friendships with a lot of the leaders and other notable penguins within club penguin. Their reputation grew, even if they weren't aware of it.
The kidnapping of all their friends really drive them crazy. They're really empathetic. When Ace watched Herbert, someone who they believed was just some "wanna be criminal," who tried so hard to be a threat and really wasn't, ACTUALLY scare not only themselves, but the penguins around them, and get away with major criminal activities for once, everything they believed turned upside down.
Are you going to add in some stuff from the later parties in, like the puffle hotel or other concepts that u just really liked?

Tbh, I haven't thought about this much but, if there's something I think should be incorporated from later club penguin into the Blackout universe, I'll willingly take it. Because to be honest, Blackout can either be referring to the actual one month event, or an AU of the event the lasts until Club Penguin closes.
