Can I participate if I didn't take part in Round 2? I was involved in Round 1 a while back, but have been busy over the last two seasons and missed the 2nd Round. Thanks!

As we covered in the rules and in this post (which is linked in the rules), yes, you can participate in round three without having participated in round one. As long as you weren’t put on an extended ban in round one, you are perfectly eligible for round three.
Since there’s been a good deal of confusion over this (no really, we’ve gotten variations on this question several times): you DO NOT need to participate in every round of the Exchange in order to keep signing up for it.
We’re the same exchange but each round is a new one, a fresh start, and the only reasons why you can’t participate in one round would be: if you defaulted from the round that immediately preceded it OR you received an extended or permanent ban. If neither of those things is true, then you’re good to go, regardless of which rounds you’ve participated in (or not!).
