Who the Operator Targets, Both as Victims & Proxies
This is such a fascinating ask for me. I tried moving in chronological order but I kept getting drawn back to this. I absolutely adore you for sending in stuff like this and for you as a person!
Victims
The Operator chooses his victims both because he can, and for actual reasons.
For the people he can take just because, he thinks he's enacting some weird type of "now you know how harsh the world is" or, he just wants to mess with you.
I like to think the Operator actually chooses garbage humans over the ones who are more innocent because really, no one is going to care a trash human being is gone. Keeps the heat off his proxies.
He will choose if you've gotten too close to his work or just prod his interest in any way.
Sometimes, the Operator gets weirdly interested in people and then just says "kill them."
He likes people who can be easily manipulated and give into paranoia.
He will exploit that.
If you're one of those wattpad kids who are like "let me summon them" I guarantee you the Operator is going to hide away from you forever. He finds that SO TACKY.
Like I'm serious he will avoid you like the plague if you even think you can summon him.
He literally does the choosing and has ultimate decision, no one else.
He likes people who are a little feisty? Makes it interesting for his proxies.
I swear he'd call that a work evaluation.
If you know too much for whatever reason, he will come after you.
If you find out about his human contacts, as in corrupt government officials, police, healthcare workers, he will come after you.
If he notices any obsessive tendencies in you, he might exploit that.
Adversely, if you are 100% healthy and happy he may come after you just to ruin you.
The Operator also likes when his proxies choose their victims and do their own research. Sometimes, he'll give them a list and tell them to read up on their targets and then come back to him.
Sometimes, the Operator gets bored and essentially throws a dart on a map.
Though, when he's really considering targets/victims, he will choose people who really are getting involved with him where they shouldn't. If you get any mention of him, his associates, the world he is a god over, if you start doing crime in his name, he will come after you. He will take the lives of people he think deserve it (and funnily enough, they often do).
Really, if you look into things you shouldn't or look perfectly ruinable, he will come after you.

Proxies
The Operator can and will get weirdly infatuated with some humans. Sometimes, he chooses them from their infancy, and sometimes, it's when they're in the middle of their life.
This is what happened with Tim, he got weirdly infatuated for whatever reason. It followed him his entire life.
He will also choose proxies based on abilities he thinks would work.
Did you know not all proxies are killing machines -
Sometimes he chooses proxies from humans he was originally going to kill. Maybe you interested him enough and he just said "okay this is better."
Sometimes he makes people proxies just to see them suffer.
If you give him any inkling that you'd rather choose death over being one of his children, he will make your a proxy and that's how that be.
With proxies who do physical work like killing, he wants them to be physically fit. Normally always chooses humans. Finds beings like Jeff and EJ too unpredictable, thus making them independents.
Humans who become physical working proxies are always filtered into groups. They never work alone. Need to be skilled on lots of facets. He will choose humans that have better survival experiences than others.
They can't be too testy, but it's honestly not a problem, both the Operator and his already existing proxies will ensure you get integrated very, very well.
For proxies that aren't meant for killing, just scouting and the like, he likes them to be generally forgettable and generic! Makes it so much easier for him. He will take generic people and make them feel like they're sleep walking, making them fix and do things his proxies aren't. I refer to those humans who have the benefit of the proxy title but aren't exactly proxies as "Beaters."
Some proxies are more favored by the Operator than others.
Generally, the proxies the Operator chooses are because he's had some weird infatuation with them, a calling. It's an intrinsic tie that he feels and he takes hold of.
Sometimes victims become his children, but that doesn't happen all that often.
The Operator probably has a few allies as well, those that are human but aren't worthy of becoming his children. Again, corrupted government, police, people in power, that kind of stuff. People who operate in the grey zone like hackers, thieves, stuff like that. These are the people who do more human things for him, the cops that cover for proxies who got sloppy, the ones who erase what BEN and the like won't.
The man has connections all over the world, and anyone is free game. If he thinks he can use you, he absolutely will.
The people he deems worthy (and worthy changes based on his mood) will always have some task to complete for him.
Anyone can be useful.
Unless you're one of those wattpad kids then literally you will never know he, or his entire society exists.
New proxies usually get a temporary mask to use while their actual mask is being made. The temporary mask can come in three colors: white, green, or black. As they are temporary, they are often reused when a new proxy either graduates to their actual mask, or if they die.
After they get their actual mask (or face covering), they have the opportunity to get other masks for different, more specialized jobs a proxy could have. They will still have the mask they got for completing training, and that will be their main mask for missions.
One specialized type of proxy is a medic. The Pocket requires a lot of medics, and not a lot of monsters want to be medics so proxies step up. After they get trained by other medics, they get a special mask, which could be any color, but will have a red cross on it. Proxies who work in human hospitals (yes, there are quite a few of those) also use those masks when doing inhuman business.
There are also specialized proxy forces. Specialized forces can be specialized in a variety of missions, but the most widely known force is IAE, which is known for their metallic dark grey, dark blue, dark green, and maroon masks. There is a group that has exclusively pastel colored masks. A proxy would be given a mask that designates them as part of one of those groups after completing the requirements of those groups and getting their boss' approval.
And finally, disgraced proxies, proxies who broke the rules and have been demoted to Disgraces. They get plain, off white masks (they are sort of a pearly color). They often often have a mark either on their mask or on their skin that further makes them a target.
idk if this is ‘canon’ or not but! after proxies are marked, although they remain human, they receive some “superhuman” abilities, which varies on the individual, but can include increased strength, speed, healing, hearing, sight, and empathy, among some others.
(The info below are my headcanons. The ranks are ordered from Proxies with the least to most authority, this is based off of both Creepypasta and Slenderverse Proxies. Some Proxy Ranks may be added in the future.)
Main Info
10. Retirees - Proxies that have since retired from their Proxy duties. Proxies of this Rank are usually Veteran and/or Senior Proxies that have either grown too old to work or Slenderman finds no more use of them and allows them to retire peacefully or get their memories wiped and are dumped back into human society.
9. Trainees - Individuals that are soon-to-be Proxies. Until their training is done, they cannot go on any solo missions without a Worker or above accompanying them. Trainees can be assigned as a higher rank Proxy’s apprentice if it is more effective practice. Trainees usually finish their training in their late teens, some finish earlier in childhood while some finish their training later on if they joined the Organization as adults. Sleepers who have been fully taken into the Organization will sometimes enter in as Trainees.
8. Hallowed - Mindless puppets hollowed out mentally by Slenderman for the harassment of Runners, to be decoys, and to be used as a scare tactic with no other purpose. They are only in the Scouts Branch.
7. Sleepers - Individuals who have their original personalities kept intact, and are left unaware of their status as Proxies. Sleepers tend to lead normal lives but with constant Slender Sickness, amnesia and blackouts. Some Sleepers get taken in as Workers while others spend the rest of their lives as a Sleeper. They do not have control over their lives as a Proxy. Sleepers are only in the Scouts Branch.
6. Semi-Retirees - Proxies that have semi-retired still continue to do some Proxy work part-time. Proxies here are usually Veteran Proxies that have slightly aged past their use and have ranked down. Other reasons could include having sustainable injuries or ranking down to be semi-replaced with another Proxy. Semi-Retirees usually don’t have control over if they semi-retire or not, it depends on their condition and if Slenderman deems it necessary or acceptable.
5. Associates - The only rank that includes people that are not Proxies in the traditional sense. Associates are people that Slenderman personally knows and calls on them as acting Proxies in case of certain situations, assistance, training and/or supplying. The best comparison would be is to contractors. Despite being ranked lower than Workers, they are treated as either equals or above them depending on how essential they are. They have slightly less control over their life as a Proxy due to them and Slenderman having a mutual agreement to help each other.
4. Workers - This rank is often considered and treated as the default and/or average Proxy rank in the Organization. Trainees are usually training to fill the role of a Worker. Proxies of this rank don’t have much control over their life as a Proxy since the SIC/s they work under, as well as Slenderman, determine their workload and schedules. If they’re lucky, their SIC/s will be a good “secondary bosses” to work for and give them easy hours, this also goes for the two ranks above them.
3. Managers - Proxies that have been usually promoted by Directors, they get the same treatment as Workers and are the heads of the smaller missions/projects within a Director’s order.

1. Second-in-Commands - SICs are Slenderman’s Secondary Proxy Masters and are the highest Proxy Rank in his organization. How a Proxy becomes a SIC is by Slenderman’s personal choice or if a Proxy has shown to be extremely capable and reliable through their work. A SIC has authority to decide a lower ranked Proxy’s fate if given approval from either Slenderman himself or their fellow SICs from the same Branch or Unit. If a SIC is in serious danger, Slenderman will rescue them personally and are deemed the highest priority.
Extra Info
SIC is the lowest populated rank while the inverse is from the Worker rank.
Proxies can rank up based on if they caught Slenderman/an SIC’s special attention, if they have proven to be a good leader, are an absolute expert in their area of expertise or in the case of emergencies.
The SICs hold monthly meetings to discuss their progress and also the overall direction of the organization. This is so that the organization can stand on its own two feet whenever Slenderman becomes heavily occupied.
(Like my first Proxy post, the info below are my headcanons! I am open for suggestions regarding changing the name for the Curators, I’ve cycled through name changes for them for a while. The Units, Branches and Fleets aren’t in any particular order, it’s just how I’ve always ordered them since I made these headcanons. I recommend going to my first Slenderman Proxy post after this one since you’ll have more context of what Branches are and what the SICs do. Anyone is allowed to use this for their AU as long as they credit me! Sorry in advance if there’s any typos I’ve missed or if things are worded weirdly.
Side Note: The Hollowed is only in the Scouts Branch and specifically only in Masky and Hoodie’s Fleets. The N/A spaces are there for SICs I haven’t yet casted/made into OCs.
Divisions
The organization as a whole is categorized the following way in this format in this post (in the future I’m planning on making a more dignified chart so bare with me):

Fleet
Units are the largest category, they determine the main theme/field of all the Branches and Fleets under it. Branches are even smaller categories leaving Fleets being the smallest division. The power that an SIC holds is usually restricted to only their own Fleet, however there are some Branches that only hold one Fleet.
Categorizing
Proxies are categorized by which Branch and Fleet they are working in based on either their raw abilities, what Slenderman seems as fit, or if a particular SIC takes an interest in them. SICs are categorized by which Fleet they command. Every Fleet needs an SIC to command it and there can only be 31 SICs and Fleet simultaneously, never less or more.
SICs do not work in multiple Units nor Branches because their high rank dictates that they must devote the vast majority of their time on their designated Branch and Fleet.
Slenderman usually chooses Proxies that handled a specific field in their human life, depending on which field determines which Fleet he sends them to. If a human doesn’t have a specific field, they usually get thrown into the Armed Unit, specifically the Scouts.
Special Roles & Groups
Enforcers: The only singular Proxy role that is not exclusive to a specific Fleet. Enforcers can be any Proxy that is a Sleeper or above in terms of rank and in any Unit, Branch or Fleet. Enforcers can enforce any Proxy (besides those above them) even if they do not confide within their own division of any kind.
Duel Specialists: This is a role assigned to a proxies who work in multiple Fleets, Branches and Units. Having this role indicates that a Proxy has multiple SICs they have to work for. The limit on how many Branches a Proxy may work under is 3. All Proxies, who are not SICs, can be Duel Specialists.
Shadow People: These are the Proxies from The Collective that are also members of the Influenced Species called “Shadow People.” Their behaviors and sessions often correlate and/or parallel those of the Scouts and the Technologists. Despite this, they have a very unique presence in the organization and don’t have an inherent SIC over their heads so to say.
Autonomous Organizations: This is a type of organization that has some degree of autonomy/control from the main organization. This includes organizations that Associates founded or took over and all the cults that the Cultists made/helped found. These organizations have mostly free-range to do what they want/what they need to do as obligations to the organization.
Training Fleets: This is a type of Fleet within the organization, not every Branch has a Training Fleet. What qualifies a Branch for a Training Fleet is usually the amount of Fleets inside a Branch, how populated it can get and how intricate the Branch’s subject is.
Proxy Lineages: The name is very self explanatory, this is when a family has history serving Slenderman’s organization. This can be one of the many factors as to why someone gets chosen as a Proxy. This is a type of lineage that exists not just in Slenderman’s organization but in other Factions that also practice Proxism.

History
The Units were inspired by the first 5 Proxies of Slenderman. Each Branch was a skill that each Proxy had, they were also the first ever SICs. Memorabilia and records of the first 5 Proxies are exclusively kept by the Historian and Curator Proxies.
About 100 years after starting his Proxy organization, Slenderman started to realize that a lot of Proxies in the Scouts Branch were slowly dying off due to not having a base of operations for shelter. He built his mansion in order for the Scout Proxies to have a place to stay while they regroup.
Over the years as human society industrialized and began to modernize more, the Scout Proxies had more places to stay and most began to eventually move out and build their own minor bases. Slenderman decided to not waste the big building and made it his own permanent residence making a few renovations to suit his liking. (More will be added overtime)
Armed Unit
Soldiers: Used for bigger and complex Proxy affairs such as being present on the front lines, providing extensive security, invading foreign territory, and wielding arms that are typically used for war. They are often called to be used as backup or to storm through certain battles.
Ms. General: Security provided by Soldiers
Sir Sergeant: Infantry

Scouts: used for smaller and simpler proxy affairs such as assassinating targets, hunting, scouting areas, spying on enemy forces, housekeeping, and destroying evidence. This branch also includes members of The Collective but they aren’t a part of the Proxism command hierarchy, they only occasionally work alongside the Scouts as their own elite fleet.
Wyntre: Scout Trainers and thinning out weaker Proxies in the Armed Unit
Masky: Guerrilla Warfare and security provided by Scouts
Hoodie: Espionage, assassins, reconnaissance and destroys evidence
(N/A): Animal handlers, hunters, farmers, miners and nature preservers
Scientific Unit
Scientists: Used for scientific experiments that revolve around behavioral science, biology, and scientific phenomenons. This branch also includes, virologists, zoologists, biochemists, experimentalists, etc. They often conduct experiments on whatever Slenderman is curious on learning more about.

Technologists: Used for accessing technology in various ways such as code breaking, lock picking and hacking. This branch includes technicians, hackers, and cryptanalysts. They are especially useful on missions for the Scouts.

Engineers: Usually used for fixing and creating new inventions and machinery. This branch includes inventors, builders, mechanics and welders. They are the ones that make technology and gadgets used by other branches.

(N/A): Architects, builders and constructions
Mathematicians: Usually used for calculating probabilities and distances. This branch includes actuaries, statisticians and operations research analysts. They’re usually used for calculating distances for the Scouts and Soldiers and probabilities for the Technologists and Scientists.
Mathew: Statisticians, mathematical theorists and strategists
Medical Unit
Primary Care: Handles common/everyday such as first aid, minor illnesses/diseases, broken bones, etc. They are usually the first responders to emergencies if it is under their specialities, which is usually the case.
(N/A): Nurses, physicians and doctors that focus on treating the patient as a whole
Secondary Care: Handle specific cases that usually Primary Care diagnoses. Proxies go here whenever they have an issue that Primary Care doesn’t have even knowledge about.
(N/A): Cardiologists, endocrinologists, oncologists and different types of counseling and therapy
Tertiary Care: Handles complex surgeries, severe specific treatments, and provides care for an extended period of time. They handle emergencies that are even more severe and specific.

Quaternary Care: This branch handles the most extreme and rare occurrences/emergencies in the entire Unit. It is also the only Branch in their Unit that conducts medical experiments due to how unusual quaternary care actually is.

Archived Unit
Historians: Used for keeping records of every Proxy’s existence and personal details, Proxy lineages, Proxy history and every recorded Proxy affair. This branch also includes the libraries and files in several of the other Units’ archives.

Curators: Used for storing physical records like Proxy masks, old Proxy uniforms, and other valuable memorabilia. This branch is also responsable for transporting resources and managing warehouses.

Morticians: Used for handling the dead bodies of Proxies, if the bodies survived, to put in their personal morgues. This branch may also hold funerals if the Proxy chooses to do so before their death.

Cultural Unit
Artists: Used for creating Slenderman’s likeness through many artistic and creative crafts such as drawings, paintings, sculptures and literature.

Cultists: Used for spreading Slenderman’s vanity and are the main cause of Slenderman’s popularity. They often found cults that cater to him and spread hymns and rites to further encourage beliefs.

El Salvador: Cults for feeding Slenderman via cult followers’ bodies
Trivia
Every Proxy (major or minor) has a code name usually in the fashion of “The x,” some Proxy titles are their code name.
The Cultural Unit’s color is supposed to be golden yellow but tumblr didn’t have that color.
SICs wear a colored armband corresponding to their respective Unit, they may take off this armband during their own missions.
All Proxies have Slenderman’s symbol, marked by using his own blood, somewhere on their person.
SICs can have specific titles depending on their Branch such as SICs in the Soldier Branch are called “Commanding Officers” and SICs in the Scouts Branch are called “Scoutmasters.”
All Proxies gain some of Slenderman’s abilities over the course of 5 years, this will be explained in my next headcanon post.
Young children that have shown much progress in training for their chosen Branch may be fully Proxified early. As a general rule, when all Proxies reach their teen years, they have completed their training and are therefore fully Proxified.
The requirements that Slenderman looks for tend to vary a lot. It ranges on if the human has lived a horrible life leaving them vulnerable to the human simply being available at the right time. Other requirements can include: knowing a certain field/holding a particular occupation, having some kind of genetic advantage, being some kind of supernatural creature (that is controllable), etc.
