this is Pugnax! He's an oc who's been bouncing around for a while but never designed properly, so we thought he'd be perfect for brush week! The actor who plays the mysterious Pugnax has been assistant to Francis Lawrence in a lot of his work (including Francis’ three Hunger Games films). It’s probably a named character that we see once (most likely one that does not need a name), but plays no importance (or the character would be higher up in the credits).
