I really love this possibility for magic to exist in the world other than the Marked. It makes things so much more... fascinating. Magic is all about connecting with the Void, and overseers do whatever they can to disrupt or prevent that connection. But since there are certain things, like whales, which seem to have an innate connection to the Void, perhaps the two worlds need that connection to exist, to maintain balance or something.

Maybe all those islands floating around the Void were created from bits of the real-world that get sucked into the Void, like sunken ships. It’s not necessarily that the things Corvo and Daud see were actually drawn into the Void - I think people would’ve noticed if Dunwall Tower up and vanished one day - but rather, the Outsider/Void uses those bits of the real world, whether it’s debris, earth, a glass bottle cast into the sea, etc., and re-shapes them into whatever it wants. Just a thought :3
