Can anything here shapeshift /other/ people?
Sure! Dream deities like Loxley and Nag and also Dragons like Quartzle are able to manipulate matter. They were both created to, well, create! While they cannot make something out of nothing like the dream King they are able to alter and change anything at their will. However this only applies to the physicality of something. So while they can alter your form they cannot change who you are.
But then there is Edmund. Not only does he change one’s form he changes who they are completely. He only sees possibilities and what can be and he’s willing to change anyone into whatever he pleases to see his whims realized.
I’d avoid him at all costs.
