since this became a Thing now i would like to add my two cents from the view of someone in Süd Baden-Württemberg: so, schwäbisch. example, we say viertel elf for 10:15. dreiviertel elf would be 10:45. basically, we're taking the next full hour (elf) and then add how much time has passed since the last full hour.
At least your Southerners aren’t bailing on the ABSOLUTELY AND UNDENIABLY WRONG! way of saying the time like your neighbours in the non-East East do.
