He won't have to hide his pain and insecurities. He would fully trust her.
For Elena, Rafe would be a friend she could Always and fully rely on, if she would need him. He would never question her abilities. He would appreciate her and remind her if that. He would defend her with all power he could bring up. He is very aware, what a good person she is; Therefore, anyone who would hurt her in any way, would have to fear the anger of Rafe Adler.
You are free to use this ship for a romantic relationship; I bet Rafe had thought about it- Just for once; But he doesn't think that he would ever be good enough for her, to be with her in such way. No one is actually good enough for Elena. For Rafe- who definitely struggled though his whole life, finding people he fully trusts and feels save with- He would be too scared to screw it up and hurt her. Not necessarily lose her- Because he knows she gives many chances. But he couldn't forgive himself.
