So I read the Souls Arc, and I have another question, how is their underground governed? And the plan was from Ralz and Gal only? or does other skeletons know? (I know that San does not know)

The Underground is currently ruled by Gal

The ruler is picked in an election and then prepared for ruling by Aster (The Gaster on my AU)

The plan was known by Gal, Ralz, Lun, Aster and Crystal (A background character taking role of the Tem Shop Temmie)

With Lun and Aster running the science side of the plan, Gal overlooking everything and Ralz and Crystal being the test subjects

I don't know what to ask, but what is the chance the skeletons will come out from underground? Like, what would they do to break the seal?

There are multiple ways

First is the classic undertale one, Frisk or another human falls down, things happen the barrier is broken

Second is a thing that's specific to my AU, you see there's Ralz who is a half human, half of his soul is a human one, there's also a background character named Crystal (who takes role of tem shop temmie) Who's also a half human

If you take both halfs you have a human soul, so add that to the 6 they already have and you have 7 and you can break the barrier

But this requires killing or heavily injuring at least one of the two half skeletons

This situation was kinda discussed in the Souls Arc that is linked in my masterpost (it's Not that great)
