About the hair, it's not that uncommon for actors to do a buzzcut, when they have to wear a wig or special make up or prosthetics.
The short hair makes it easier and way faster to work with.
For example Pedro Pascal and Oscar Isaak both said how comfortable it is to have very short hair, for wig/make up process.
Or Harry Melling for the movie Pillion. His character Colin has most of the movie a buzzcut, but also takes with longer hair. But instead to do those with his natural hair, they went from the start with the buzz and put a wig on him. So they don't have to redo his natural hair, but can prepare the wig and just pop in on.

I think Seb keeps it short for that reason. He's probably wearing a wig as Bucky and just kept is short for the Batman shoot which should be going into pre production right now according to online sources. Which is probably why he was in London.
