I think it’s because of the mixed messages

reduce, but for the love of god, buy this new wrist watch

reuse, but look a new model of the iphone came out

recycle, but you have to go out of your way to ask for a recycling bin we won’t just give it to you pffft

I’m a cashier- exciting stuff- and a small way I’ve found to be concerned about the environment even though I’m a slave of capitalism is to ask customers if they want a plastic bag when they only have a handful of items that they could easily carry. Being a cashier is like being a plastic bag dispenser but it doesn’t have to always be that way. I’m surprised at the number of people who choose not to have their purchases bagged not just for convenience but because they’re concerned as well. It’s not much but every little bit helps!
