As much as the Uranium Fever scene felt like fan service (and it very well was) I also think the scene had some layers to it
It gave us a look into Reg's mindset. He wants to be the life of the party, someone who people enjoy being around and look forward to seeing because he makes their day better. Him creating this club and seeing how people love coming too it makes him feel special and important and wanted, even if they're only really there for the food and drinks. And it also showed us just how clueless and careless the people of Vault 33 are. They are literally in a water crisis that they are all very much aware of, and yet they continue to eat salty foods and drink water like there are no problems at all. They all flock to Reg's club, looking for the most absurd reasons to join just so they can get back to a form of normalcy and ignore the actual problems because - like Thaddeus said - they were born with the privilege of not having any struggles.
