I wouldn't go as far as to say that Randal is aromantic, but he rarely develops a deep genuine love for people, dating (which almost exclusively takes place online or in his dream world) is more of a fun romp for him. More importantly, he likes to play with people's emotions. He's aware that Satoru may hold a high regard for him that isn't entirely platonic, and he uses that to his advantage in a very cheeky manner. It could just be that he doesn't understand the ramifications of it, though, and not entirely chalked up to malice. Of course, he can develop infatuations, but even those are more in the realm of having someone as your special interest or something, toys for him to discard once he grows bored of them.
